How will shy women act around guys they are really attracted to?

I see this woman quite often and when I see her she says hi and smiles but when I look at her she looks down and I cannot get her to carry on a conversation. Is this what shy women do around guys they really like and how do I get her to loosen up? Or is she just not interested?
